In reply to Your Excellency's letter of the 1st
instant, which I regret has remained so long unanswered owing
to pressure of work in the Attorney General's Office, I have
the honour to inform you that I am advised that the Defence
of the Realm Act does not apply to this Colony.
I have received no communication from the
Secretary of State for the Colonies on the subject of that
Act or of the regulations made thereunder, and Your Excellen
cy will readily understand that in the absence of explicit
intructions from the Secretary of State it is not competent
to me to introduce local legislation of such a drastic
nature, even if I were convinced of the necessity for it.
2. As at present advised it seems to me that the
law of the Colony, which comprises Ordinances under which the possession and carrying of arms and ammunition and of dan- gerous articles, such as dynamite, are strictly regulated, and the sketching of defences and publication or circulation of seditious matter are prohibited, coupled with the addit- ional legislation comprised in the Order-in-Council of the 26th of October, 1896, is sufficiently comprehensive and does not require to be supplemented by further special 10-
